The requirements are actually a little different from what you said. Carnival Cruise Line, require at least one person in each cabin is 25 years or older. All other cruise ships, with the exception of Cunard, at least one person 21 years or more in each cabin. So, unless you go on Cunard (most of them trans-Atlantic and the Caribbean), visit a friend who is at least 21 to go with you.
This applies to the Princess, Royal Caribbean, Holland America, Norwegian and Celebrity. There are exceptions for married couples and the evidence presented to the marriage.
